What is ITIL®?

ITIL® is a widely accepted approach to IT service management (ITSM), which has been adopted by individuals and organizations across the world. It provides a cohesive set of best practice, drawn from the public and private sectors internationally.

Every year, organizations invest heavily in adopting and adapting ITIL® into their business practices and upskilling their workforce with ITIL® qualifications.

Huldeblyk – Jan Willem (Toffie) Jansen van Vuuren (6 Januarie 1952 – 18 Maart 2020)

”Dis die enigste manier om vooruit te gaan in die lewe – studeer, studeer, studeer … Studies gee vir mens kennis, en kennis is mag.”

Aan die woord is Jan Willem Jansen van Vuuren – “Toffie” in die algemene omgang.

Dis ‘n warm dag in vroeg-Januarie 1981. Al die offisiere (nie die Amerikaanse “officers”-idee nie, kommissie-offisiere soos geskoei op die Britse model en oorgedra na ons toe deur Suid-Afrika se koloniale heerser) is, soos gebruiklik, vir oggend-tee bymekaar in die Gousgebou van die SA Polisiekollege in Pretoria. Verskonings word net by streng uitsondering toegelaat want dis hier waar die Bevelvoerende Offisier (BO) met sy offisiere praat, met streng ondersteuning van sy mede senior offisiere wat almal aan die hooftafel van die u-vormige uitleg sit. Die ander offisiere sit teen die bene van die vorm, streng vanaf senior tot junior van die (dwars) hooftafel af ondertoe. Dis nie normaalweg ‘n gesprek tussen die BO en sy offisiere nie, die offisiere sit maar stil en luister. Dit kan egter enigiets wees tussen die twee pole van die magskontinuum so tipies van ‘n para-militêre polisie instelling: van die oordrag van vertroulike inligting of inligting oor bepaalde tendense of ‘n visie omtrent die toekoms van polisiëring in Suid-Afrika tot die een of ander uittrap op verskillende vlakke van intensiteit.

Die offisiere ken die stelsel, hulle het dit tydens hul grootwordjare in die SAP ervaar en geleer hoe om dit te hanteer. Dus sit hulle gelate en luister en kry die ding oor. Maar daar is ‘n ander dinamiek waarvan ek, die junior luitenant by die Drilafdeling (wat dus toepaslik heel onder aan die een been van die u-vormige tafeluitleg sit), baie vinnig leer. Daar is ‘n klomp baie interessante jonger offisiere op die personeel. Ek besef binne weke dat hulle ‘n bietjie anders dink as baie ander polisiemense wat ek ken. Hulle is welbelese, krities en oop vir ander sienswyses. En almal studeer verder.

So ook Toffie. Hy was die jaar voor my op offisierskursus en besig met sy BA (Polisiekunde) graad aan die Universiteit van Suid-Afrika (Unisa). Die BA (Pol) was ‘n beroepsgerigte graadkursus met ‘n sterk teoretiese basis, ingestel in 1972, grootliks as gevolg van die pogings van Prof T J van Heerden. Daar word steeds vandag in baie kringe na Prof Van Heerden verwys as die “Vader van die Polisiekunde”, en met reg so. Sy droom was om polisiëring in Suid-Afrika te professionaliseer met ‘n beroepsgerigte graad (soos ‘n MBChB vir die mediese praktisyn en LLB vir die regspraktisyn) as basis. Die onderliggende basis van die droom was om, deur goeie navorsing, ‘n fondasie te bou vir goeie beleidsbesluite in praktiese polisiëring.

“Het jy al ingeskryf? Die inskrywings sluit oor drie weke.” Toffie werk soos ‘n polisie patrolliehond – hy laat nie los nie. En as hy “tackle”, dan “tackle” hy. Ek het in die ou Wes-Transvaal grootgeword en arm daarby – arm kinders het net by uitsondering die geleentheid gekry om aan ‘n universiteit te gaan studeer. Ek het ‘n nasionale diploma agter my naam, maar het nooit gedink dat ek vir ‘n graad kan studeer nie, die anderkant-die-spoor-sindroom in oortreffende vlak.

Die einde van ‘n redelike interessante kommunikatiewe patroon het daartoe gelei dat ek wel in 1981 vir die BA (Pol) ingeskryf het. Net Polisiekunde 1 en Kriminologie 1 sodat ek steeds ook die anderkant-die-spoor-sindroom kon voed. As dit nie geslaagd is nie, sal die skade nie te erg wees nie.

En daar vou ‘n wêreld voor my oop – ‘n wêreld wat ek nie eens geweet het bestaan nie. En Toffie is aan my sy. Ons woon reg agter mekaar in die amptelike behuising in die Kollege. Ek werk in die nag tot so teen 02:45. Toffie gaan vroeg slaap en studeer van vroeg af. Ek gaan stap om af te wen voor ek gaan slaap, Toffie gaan stap voor hy begin studeer. En hier vind die gesprekke plaas, in die rustigheid van die Kollege daardie tyd van die nag met Yskor se walsmeule wat in die agtergrond sy be-kende geluide maak. Die gesprekke is uitsonderlik want Toffie is ‘n jaar voor my in die kursus en hy het dit waarmee ek ploeg reeds die vorige jaar gedoen. Hy val gemaklik in die mentor-rol en ek in die rol van dankbare protegé.

Ons sorteer S V Van As in die Strafreg uit en wonder waarom Suid-Afrika nie ook ‘n stelsel van ondersoekregters kan implementeer nie, dit wat die Oostenrykse ondersoekregter Hans Gross beroemd gemaak het as die toonaangewende figuur in die Forensiese Kriminalistiek in Europa. Ons wonder oor die toepaslikheid van die Britse stelsel van polisiëring vir Suid-Afrika en beredeneer die Britse besluit om ‘n para-militêre polisiemag in hul kolonie te vestig, so anders as die stelsel wat Sir Robert Peel in 1829 deur die Britse Parlement gevoer het. Die verbintenis tussen staatstelsels en polisiëring kry aandag. Watter alternatiewe is beskikbaar vir Apartheid, vir ingeval die stelsel nie hou nie? Is demokrasie die beste alternatief? Indien wel, hoe lyk polisiëring in ‘n demokrasie? En soos wat ons vorder, volg ook ‘n Honneursgraad, Toffie een jaar voor my. Die gesprekke is steeds stimulerend en rig-tinggewend.

Toe kom daar ‘n interessante wending.

Ons doen saam aansoek vir die twee beskikbare lektorate by Unisa, en kry dit. Ons leermeesters is nou ons kollegas en ons ontmoet baie interessante mense, oor baie dissiplines. Ons het die voorreg om Prof Van Heerden as ons Departementshoof te hê. Alweer vou ‘n ander wêreld voor my oop en Toffie is heeltyd by my, ons debatteer steeds en verwonder ons aan alles. Unisa se biblioteek is ‘n polisiekundige wonderwêreld. Ons doen navorsing, gee klas, skryf en raak betrokke by verskeie projekte in die gemeenskap. Ons beleef 2 Februarie 1990 en daarna. ‘n Holdersteboldertydperk waartydens ons gesprekke intensifiseer. Albei van ons weet dat ons wêreld onherroeplik sou verander. En ek groei in baie opsigte, ook steeds epistemologies.

Ons paaie sou uiteindelik verskillende draaie loop. Toffie bly by Unisa, en ek word aangestel in die nuwe Suid-Afrikaans Polisiediens. Ons nabyheid word hiermee versteur en daar kom wel afstand.

Teen die einde bel ek hom elke Maandag. Hy noem dit my “Maandaghuisbesoek”, en dan kraai die twee van ons van lekkerkry. En ons vertel ons ou stories, wat Toffie “brandhoutjies vir die oudag” noem … al moes die pyn wat hy teen daardie tyd verduur het verskriklik gewees het.

Daar was, en is steeds, baie mense op my epistemologiese reis en ek is dankbaar vir elkeen. Daar was egter net een Toffianus Maximus, wat ‘n storie vir ‘n ander dag is …
